Purpose/Introduction
Purpose
The Emergency Action Plan for Code Red outlines procedures for when the fire alarm is activated and/or when smoke or fire is observed in the Lodge.
Phases
Fundamentals
Although emergency situations are rare, we must always be ready. It is important to be able to effectively execute the Emergency Action Plan (EAP) when needed. Although each situation is different, many of the steps are the same and should be considered during the execution of the EAP. There are five major steps that are the phases of the Emergency Action Plan:
- Investigate
- Communicate
- React
- Escalate
- Review

Investigate
Investigate
- Have you witnessed a fire, or have you been informed of a fire?
- Where is the exact location?
- Is the Fire Panel indicating the location?
- Has maintenance been dispatched to the location?
- If the alarm is sounding?
- Is anyone injured in need of immediate attention?
Communicate
Communicate
Front Line Pack Members/Supervisors/Managers
- If you observe or are notified of a fire and the local alarm is not sounding notify your Supervisor and/or pull the nearest fire pull box to notify management of the situation.
- If you are not the Pack Member that recognized or reported the fire, and the General Alarm is sounding, make sure to listen to radio communication indicating whether it is an emergency and if an evacuation is needed.
MOD
- The MOD will call for all department MODs to gather at the Front Desk, or designated meeting point, immediately while the alarm is being investigated.
- If the alarm has been found to be confirmed the MOD will call 911 and notify the General Manger as well as the Director of Engineering.
- The MOD will announce on ALL CALL a Code Red-Evacuate if a fire is determined, and evacuation is necessary.
- The designated person calling 911 should make sure to provide the following information:
- Their name
- Exact location of fire
- Extent of fire
- Nature of fire if known (electrical, fuel, etc.)
- If the alarm is found to be false, and permission to clear alarm is given, silence it by following the instructions next to your panel. The MOD will switch to ALL CALL and announce False Alarm, clear evacuation.
- If your jurisdiction does not allow you to silence the alarm, contact your local fire department for direction.
- If anyone is injured call Aquatics MOD on Channel 5.
A (Public Address) Systems may be used in the event of a building evacuation
- A Public Address System (PA System) is an electronic sound amplification and distribution system which is used to allow Pack Members to address the unique and segmented layouts of our properties through the use of a microphone and/or pre-recorded messages.
- MOD should activate External Evacuation announcement to the affected areas
- PA Systems that allow for pre-recorded messages to be activated remotely should be initiated with the building evacuation pre-recorded emergency message.
- PA Systems that allow for pre-recorded messages but require the physical presence of a Pack Member at the system should be initiated with the Code Red pre-recorded emergency message if it can be physically accessed safely.
- PA Systems that require a Pack Member to speak through an enunciator at the location of the system should be initiated by clearly reading the script posted at the panel if the system can be physically accessed safely.
Zingle SMS Notification
- Pack Members with access to Zingle for purposes of sending out emergency communications should do so See Zingle SOP
- Roles with appropriate Zingle access

- Roles with appropriate Zingle access
- Zingle can be initiated via its application from anywhere. Within Zingle there is a pre-programmed message to address a Code Red situation that can be activated quickly as explained in the Zingle SOP.
- There is a 1 second per message delivery, and the message will take time to reach all contacts. Pack Members with access are trained to not send multiple messages simultaneously. Sending multiple group messages can cause significant delays in outgoing communication
React
React
All departments not identified below for specific rolls in this emergency follow Front Line Pack Member guidance.
Frontline Pack Members
- Begin evacuation immediately if alarm sounds, follow the emergency evacuation procedures in your designated area. It is important to remain calm. Assist Guests as needed and when asked what is going on, please reply “we are evacuating the building for a fire alarm and will communicate more once safely out of the building.”
- If a false alarm is announced, return to your position and resume normal activity.
- If alarm is confirmed, all Pack Members will report to their assigned rally point.
- Stay in rally point area to check in with your Supervisor. Unless directed to do so, do not get into your vehicle and leave.
- Supervisors/Managers:
- Ensure that all their areas are being evacuated if the alarm is confirmed
- Proceed to the Rally Point to meet their Pack Members.
- Complete a Roll Call based on their rosters for the day and ensure all Pack Members are accounted for. The MOD will call for each department to confirm that they are all clear.
- Ensure that all their areas are being evacuated if the alarm is confirmed
- If false alarm is announced, work with Pack Members to return to their areas, then meet with MOD for further instructions.
Specific Department Roles and Responsibilities for a confirmed Code Red Evacuation:
Aquatics
- Follow all Evacuation Procedures based on Aquatics 101 training.
- Ensure all pools and attractions are cleared.
- Bring an adequate number of full towel bins for Guests to the rally point.
- Bring the trauma bag to assist in any potential injuries/medical emergencies.
Guest Services
- Generate emergency reports and only answer calls from in-house and emergency phones.
- Notify Security of all handicap accessible/ADA rooms occupied during evacuation.
- If there is an immediate threat, Guest Services personnel should evacuate immediately and report to their designated rally point.
Security
- Report to emergency services response site to help with clearing traffic for responding vehicles.
- Gather handicap accessible/ADA room list from Guest Services. Assist any rooms that may need help evacuating.
Engineering
- Engineering should attempt to put out the fire with a hand-held extinguisher if it can be done safely (PASS – Pull, Aim, Squeeze, and Sweep).
- Assist the Fire Department once they arrive on scene.
MOD Incident Commander
- Ensure that all areas have been evacuated.
- Direct all Pack Members to OPEN COMMUNICATION channel on the Radio but to cease radio chatter unless absolutely necessary.
- MOD will perform a Roll Call, going through each department to confirm that they have evacuated, and all Pack are accounted for.
- Once building has been evacuated ensure 10 units are standing near door assignments.
Escalate
Escalate
- MOD should notify their AGM and GM for all Code Red Incidents.
- Regional Vice President and Corporate Risk Management should be notified through the Emergency Communication Channel.
- For any extended closures Corporate Pack will work with MOD/GM on communication for incoming guests, to notify them of the Code Red and estimated closure times. If any Pack were injured or affected negatively by the Code Red, HR should be notified.
Review
Review
MOD/ Security
- MOD should assist in ensuring guests and Pack reenter the building calmly and orderly.
- Security should assist at the entrance to the waterpark with guest reentry.
- Evaluate guest impact and approach to compensation if needed.
- Verify that an Incident Report has been completed for the Code Red. All witness statements should be gathered.
- CCTV/EAVS footage, if available should be saved.
Supervisors/Managers
- Supervisors should do a Roll Call ensuring all Pack is accounted for.
- Department 10 unit will verify with MOD that all Pack has re-entered the building or if any are still not accounted for.
- Manager will partner with MOD in the event there are unaccounted for Pack Members before re-opening attractions.
Front Line Pack Members
- Pack should reenter the building and proceed to perform all opening inspections again and prepare to reopen all outlets.
- Front line Pack Members involved in an escalated incident should complete a witness statement for Security detailing the situation while the facts are fresh in their memory. This should be completed and collected before the end of their shift that same day
If there is damage due to a fire:
Director of Engineering:
- Inspect areas of the resort for damage or unsafe conditions and coordinate clean up detail. If there is significant damage the Fire Department will give guidance on any inspections.
- If required based on the damage, Engineering should replace all fire hoses, extinguishers, sprinkler heads, etc. and should coordinate with Security a fire watch. The fire watch must have at his disposal all fire extinguishers, hoses, etc. Should the fire flare up again in the old site or in a new one, the fire watch must be instructed to sound the fire alarm and/or report to emergency extension before attempting any extinguishing efforts.
- Damage Report:
- MOD should complete an incident report. The Director of Engineering should prepare a detailed report with an estimate of repair costs together with the time required to re-open the area for business. The Director of Finance will assist with preparing the report assessing the total cost of fire damage including repairs, replacement costs, and loss of revenue.
In any Lodge Emergency the Corporate team will provide support and guidance throughout the entire process. The General Manager and MOD will work directly with this support team to give any additional direction.
